Terms of Reference: "Conducting a study of green tourism in Jalal-Abad region" 1. General information about the project The Kyrgyz Community Based Tourism Association (KCBTA) "Hospitality Kyrgyzstan" is implementing the project "Strengthening rural tourism in Jalal-Abad region to create sources of income", with the support of GIZ GmbH - German Society for International Cooperation. The project is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) under the GIZ Integrated Development of Regions program. The overall objective of the project is to increase profitable, competitive and ecological rural tourism in Jalal-Abad by: 1) improving and diversifying the tourism products of the existing local CBT associations in Sary-Chelek, Arstanbap, Jalal-Abad and Kazarman. 2) creation of new local associations of CBT in Toktogul, Kara-Alma and Padysha-Ata. One of the aims of the project is to support the transition of Kyrgyzstan to a green economy by strengthening the sustainability and competitiveness of tourism as a key sector and thus contribute to the National Development Strategy of Kyrgyzstan and the development programs of the Kyrgyz Republic. Tourism in Kyrgyzstan is more sustainable with the development of green products and gaining competitive advantages in the global tourism market. Tourism is one of the main and growing sectors of the economy with a share of 5% in GDP and the share of tourism in the labor market is 9.3%. In 2018, the number of visitors was 5 million. The growth of tourism is already affecting the sensitive environment in the mountainous regions (for example, the garbage problem at Son-Kul Lake), which requires urgent action. The growth of the tourism sector has created sustainability issues that include not well-planned accommodation facilities, poor resource efficiency, waste management (food and plastic waste), carbon emissions, unfair distribution of income, excessive numbers of tourists in some places, social problems. Tour operators play a very important role in the supply chain of services from suppliers to the end consumer and thus tour operators can see the requirements and wishes of consumers, influence consumer behavior and choices (for example, through the offer of green products, code of conduct) and also influence service providers (increase awareness, certification, terms of contracts, benefits in promotion). In connection with the commencement of the project implementation, KCBTA has initiated a baseline study that will help assess the changes expected at the end of the project. The results of the baseline study will also be used as the basis for the development of green tourism standards, training materials and tools to help tour operators and their suppliers use resources efficiently and reduce environmental pollution. PURPOSE AND OBJECTIVES OF THE RESEARCH The purpose of the studyis the provision of basic (initial) data on key indicators (indicators) of the project. The collected baseline data will be further used as part of regular monitoring and final evaluation of the results obtained. Qualifications: - Higher education in tourism or ecology - Significant experience in developing and conducting results-based assessments and/or surveys in the tourism sector - Extensive experience and communication skills to conduct interviews (including remote interviews) with a wide range of participants. - Experience in collecting and organizing large amounts of data. Excellent knowledge and understanding of research methodologies and processes - Demonstrated experience in creating high-quality, reliable reports. - Speaks and writes fluently in Kyrgyz and Russian - Acquaintance with socio-economic and tourism trends in the Kyrgyz Republic 3.
